Yes, you can't e-file with more than one local tax entry for the same locality.
For box 19, add together the local taxes amounts from both lines.
And I moved during the year. That is why there are two different LST Listings and payments.

So, you local taxes are in box 14, not 19?
Box 14 Other is where there are three listing: one for PA-SUI and two listed PA LST. Two separate and different Local Services Taxes for two different localities as I moved in 2023.
Yes, you can combine these two amounts on one line. Just add the amounts together and select PA LST as the description.
Box 19 - Local Income Tax -- Does have a dollar amount in it. Box 14 - Other has one "PA-SUI" listing and dollar amount, followed by two "PA LST" with the respective Local Services Taxes reported for the two different municipalities that I lived in in 2023.
Typically, box 14 is informational and therefore is likely just showing you the breakout of the total local taxes paid (box 19). The box 14 category will be "Other (not classified) since box 19 has the total amount of local taxes paid.
As @JulieS mentions you will need to enter one PA state line for the form W2 that has the local taxes paid (box 19) with a single locality description (box 20).
