Trouble Downloading State Return - Endless Loop in 2021

Hello.  I cannot download the Illinois state tax return program for 2021.  Similar to questions in prior years, there is a loop and notes the program is up to date.  The fix in some of the discussions was for 2019 and doesn't seem to work.  Will an update be available for the 2021 year?  Thank you.

Are you trying to redownload your state program in order to update it? If you are having trouble downloading your state program, please refer to the following article for assistance.

If none of those steps work, we recommend contacting support for assistance over the phone.

I have had the same problem. I tried calling Turbo Tax and was on the phone for over an hour. They escalated the issue and I still had no resolution. I tried the 2020 solution found on your site. I tried rebooting. I tried uninstalling and reinstalling Turbo Tax. I tried rebooting in Selective Startup. I am using the same computer (Dell PC, Windows 10) that I have used for the last 3 years and have never had this issue. Not that it should matter, but I bought TT through Amazon. There has to be a resolution!

mdeegooden, I'm in the same situation. Spent over an hour on the phone yesterday, no resolution. The TurboTax agent was escalating the issue and supposed to call me back this morning, but has not. The 2020 fix does not work, as you pointed out. TurboTax, please help!

The TTStateCleanup_TY20 did work for me.  I did have to uninstall and reinstall.  Thanks to Audra in TT customer service.

That's encouraging! To be clear, did you use the 2020 State Cleanup tool to uninstall your 2021 state software only, or did you have to uninstall TT altogether and reinstall? When I did a reinstall earlier, it thought it was a different computer (it wasn't) and made me purchase the state software all over again, even though it was included in my original purchase of TT Home and Business. So I'm leery about doing another uninstall/reinstall of the whole program.

@TucsonKate1

Are you getting a blank screen error?  What is the specific issue?  If it is related to blank screens, please see this Help Article for further assistance.  If that does not resolve your problem, please reach back out here.

First I used the State Cleanup to remove the state programs.  It did not reinstall correctly.  Then I used the Windows' uninstall program, reinstalled it and the state program worked correctly.  Good luck.

There was no blank screen.  The state program would not open up and it kept looping when trying to download it.  My problem was resolved.

No, not a blank screen. When I try to start the state return, a box pops up saying Let's Download and Install Your States (even though it is already installed). It saves your return. Then a box that says Getting Your State ... A few seconds later a box that says Your software is up to date. Click okay, and you are right back to where you started, and the loop continues. Try to start the state return, and you get Let's Download, etc. The state return never opens.

This is the same problem that occurred last year that was addressed with a State Cleanup file - https://ttlc.intuit.com/community/tax-topics/help/state-loop-indicates-turbotax-is-up-to-[product key removed]ing-but-won-t-allow-you-to-install-your-state/00/1127787 , but there is no 2021 version of that, at least not yet.

I got up the nerve to uninstall and reinstall TT (from my downloads folder), and this time it worked! So it might be worth trying that again.

Be sure to restart your computer after you uninstall.

I just tried again (3rd time) hoping that it would work based on the updates TT has been pushing out. I uninstalled TT from windows, rebooted my computer, then reinstalled TT. and am still stuck in the state loop.

The link you provided does not answer the issue we are having on this thread. I am stuck in an endless loop when I try to install state (TN). I have tried the solution from last year and it does not work. I have uninstalled and reinstalled TT 4 times now, tried the TT state clean up from 2020, rebooted in safe mode, nothing has worked. I have called customer service twice and had no one able to help. I am running Windows 10 on a Dell pc that have used with TT for the last 3 years with no issues. I bought TT through Amazon. Any ideas? I really don't have time to spend another hour on the phone with no solutions.

Why are you trying to download a 2021 Tennessee state program when there are no personal income taxes in Tennessee in 2021 or future tax years?

Tn requires filing and tax on interest, dividends, etc.

Update:  The TN Hall tax was repealed Jan 1 2021. There is no need to file as mentioned by an earlier

comment.

The Tennessee Hall Tax was repealed effective in tax year 2021 so there is no longer a requirement to report interest and dividend income for Tennessee.

Go to this Tennessee website for information - https://www.tn.gov/revenue/taxes/hall-income-tax.html

Sorry , I know this isn't the answer anyone wants to hear, but after spending 10 hrs doing everything they suggested, even escalating to the 'resolution desk' ...the works, several re-installs, they even said I should try buying it from TT direct ( my original was from Amazon ) , which also I did..NOTHING worked. Essentially the TT tax escalation group told me I can get a refund ( and they promised to leave my download active - so I can still use it for Federal even though the State did not work)

They did refund the money - but also disabled the download.

So I went back to Amazon and repurchased a program ( much less price than from Intuit) - Anyway - that still does not work for State...still looping.

So after many many hours and heartburn , I'm back at exactly where I started on Feb 1st.

Thanks, I stand corrected regarding TN taxes:

Hall Income tax was repealed for tax periods that begin on January 1, 2021, or later. Please do not file a return for any tax year that begins on or after January 1, 2021.

Same thing here.  It never proceeds to the State portion.

I stand corrected as well. I contacted the TN Department of Revenue and confirmed you no longer have to file TN state taxes as of Jan 21, 2021. Thanks for the feedback from the members (no thanks go to Turbo Tax help).

Thank you for the link and information. It certainly isn't communicated clearly! This is the page I was looking at, which says you still have to file if you make more than $2,500 as a household.

https://tntap.tn.gov/eservices/_/#15

Both links direct you to the TNTAP website. Even TurboTax doesn't know/isn't clear!

I am so mad at TurboTax I plan on using a competitive product.

I'm using the Premier downloaded product.

My first call was 75 minutes with Donna.  Although she tried her best, in my opinion due to frustration, she referred me to the TTStateClean zip file.  When downloaded, it identified itself as for TY20, though Donna had assured me it would work. WRONG WRONG

So today, I spent 90 minutes with Liz.  She fully understood the "looping" problem, and did her best to somehow get the NY State program downloaded.  NO LUCK.  In total frustration, after 90 minutes, I terminated the call.

I'm not really upset with Donna and Liz, but I'm extremely saddened to see that TurboTax, knowing this "looping" problem has existed for several years, still has not solved it.  This is the first year I've not used the "Live" system (a money saving choice on my part) and been previously fully satisfied.

TurboTax, if you are reading this, my faith would be restored if you gave me a free license code for Live.

Same issue here.  Spent 4 hours just now with Natasha who was trying her best to help and finally the phone got cut-off maybe because it reached midnight and that was the cut-off time.

Basically the issue is that Turbo Tax 2021 Home and Business windows edition thinks I already downloaded AZ state but it has not downloaded and I can not download it thinks it is updated already and will not download.

Tried the TT clean up file did not work.  Tried uninstall and re-install running as admin over 3 times and still did not work.   Was going to try another new version of Turbo Tax 2021 Home and Business but did not receive the download info and then we got cut off.

Please let me know what else we can do to fix this.

thanks.

I had the same issue and you can see read all my previous postings and the impasse  I had reached.

Anyway last week TT2021 simply quit - i.e it would start and say its going to update and then vanish.BTW this has happened to me in the past and I simply did what I did then, but the results this time were different.

So I uninstalled TT21 , went back to my Amazon SW area and re-downloaded and reinstalled, and lo and behold this time the state portion came in without any hick up, and , touch wood, so far its been behaving , i.e every time Ive worked on the taxes, its gone back updated and done every thing as expected.

I cannot explain how it fixed itself this time - because I have done the same thing ( all my computer security settings were exactly the same) . So either TT fixed some thing or the Windows updates that came in recently or some thing that I will never figure out. But for now I just hope it doesn't fall apart again !
