What does "does not allow" mean? Does that mean you click it, but the button doesn't work?
Are you using a computer (Windows or Mac) or the mobile app? If a computer, are you using desktop software or Online TurboTax with a browser?
I am using Windows 10, I have made sure that it was udated. Also, I cleared my cookies and cache. After completing my returns I hit the button for "Transmit my return". I attempted to have the payment deducted from my federal, but I got a box pop up and stated that the it can't transmit at this time. try later or try another way to pay. After 2 days of trying I decided to pay the fees by credit card. After putting in all required info, I get a message stating that my payment did not go through. However, I recieved an email showing that they had deucted the $25.00 payment from my CC. Very FRUSTRATING!
