State Tax Owed Discrepancy

I worked in Washington DC throughout the entire 2019 year. I lived in Maryland from January to mid-August and in Virginia from mid-August to the end of the year. My job withheld DC state income taxes apparently, (box 15 says DCWH in the state field.) Now the system is saying I owe a lot in taxes to both MD and VA when in actuality the sum of the amounts it says I owe the two states is the same as the amount of DC income taxes withheld (Box 17). What should I do

You will need to file three state returns.  File the DC return as a non-resident and when you receive the refund, you can pay the remaining tax due to Va and MD.

When you file your federal and state returns, if you owe taxes to VA and MD, it will ask you when you expect to pay the taxes owed.  You can indicate you will pay by April 15.  When you print out your Turbo Tax state forms, you should have a payment voucher in your VA and MD state returns.  Keep that voucher because that is what you will use to remit your tax payments to MD and VA. You can go ahead and electronically file now and pay later.  You will want to receive your DC refund before you pay MD and VA.
