State Refund

I completed my return yesterday and I saw that to have the eletronic transfer for the state would cost an additional 19.95. This causes me to ask two questions. I believe I purchased Turbo Tax Deluxe 2019 which I believe includes one state. Why does this additional charge pop up? The second question is, my state return is $12.00 or 7.95 less than the charge requested. Would I be better off just mailing my state return?

The 19.95 is for e-filing your state return, not for completing it on turbotax. I believe this is charged by the state and not turbotax. Yes, it would be cheaper for you to print your state return and mail it in. There is no additional for doing this.
