For the problem labelled "State install/e-file update loop...", I tried all of TurboTax's recommended fixes: TTStateCleanup, uninstalling and reinstalling TurboTax, restarting Windows 11 in Selective Startup, installing TurboTax on a different PC. I tried various combinations of these fixes. Nothing worked. New Mexico state income tax cannot be started in TurboTax Premier 2023.
Few if any of the state programs are really ready for download. Try again in January.

Point 1: TurboTax claimed that New Mexico's TurboTax software would be ready by December 14, 2023.
Point 2: During TurboTax's state income tax download loop, TurboTax never said "update unavailable" and never said "new estimated availability date is x weeks from now". What it did say was,"Getting your state..." and "Your software is up to date", implying that the New Mexico software is now available. If you are right and New Mexico's TurboTax program is not yet available, then TurboTax should have said "update unavailable."
Yep...your Point 1 and Point 2 are TTX software screwups.
The software released this early is always full of all kinds of screwups....and this is just one of many.
Thus, even though I have the main installation program now, I won't run that installation file....and will get a fresh download in January and install that one.
Supposedly, the NM forms will be ready for installation on 4 January...BUT....that can change, and even then the forms may be buggy for several weeks as all the early adopters find the bugs.
Exactly right! I'm in NM and just tried to download the state file with the same results. Intuit help line claimed the NM software would be ready 4 Jan but it obviously isn't. Guess I'll give it a week or two then try again. Not impressed with how TurboTax conveys information to the user with regard to state software.
@MD69 The New Mexico state tax forms will probably not be available until 01/18/2024.

I'm having the same problem here in Pennsylvania filing my small business PA S Corporation. The federal S corporation works fine but when I click on the START button to start the PA S Corporation return I get directed into a repetitive loop telling me to download the State module and then after several it says my software is up to date. Then if one clicks the START button again one is taken through the same process over and over. I called Intuit TurboTax help number twice. The first time on the 10th of February 2024 they told me a software fix would be released today 16 Feb 2024 to fix the problem. But here today at roughly 3:30 pm eastern time nothing has change. I still have the same looping problem which says the state module was downloaded and installed and my software is up to date, but the PA S Corp state module still does not work. Just the same looping process I saw on the 10th. Today I called customer service again about 45 minutes ago, waited 1/2 hour for a call back, and then after 10 minutes trying to explain to the "Specialist" I got disconnected. Very frustrated with Intuit and TurboTax. I need help soon or I won't be able to file my PA S Corp return on time. Does anyone have any ideas of how to get TurboTax to put out the proper fix for the 2023 Tax Year looping problem with the State tax download and installing module being use by the TurboTax servers/software? Help!
Related to the TurboTax Business State Install / efile Loop, I spoke a sr. support person this afternoon regarding the issue. This support professional took the time to login to my system, with my permission, to observe the "loop" after installing the State tax software portion of the TT Business software. After speaking to escalation members of Intuit, it was determined the state software will download, however it will not activate or be used until the specific state has finalized the forms. In my specific LLC case, the State of Pennsylvania needs to finalize, with intuit, the state tax forms for an LLC/partnership. The ETA for the update is expected to be estimated - 02/23/2024. Ironically this update coincides with the awaiting update to Turbotax Deluxe I am waiting for - which permits entering the K1 data into the 1040 personal tax side.
That said, I want to thank one Tyrika of the Intuit support team for taking the time to acknowledge the issue via remote access and to escalate the issue, thus confirming the upcoming resolution with a delivery date of the update.
I did ask Tyrika to pass on a suggestion of a software pop-up "notice" acknowledging the success of the state software download and the pending State forms awaiting state approval, similar to the pop up message received in Turbotax Deluxe.
I hope that helps others with the similar issue.
"Please call TurboTax Customer service" That is not helpful. I contacted support TWICE. Each time talked with an expert. Had to clearly explain the issue was with TT Business (That seemed to throw them for a loop). Then then they put me on a brief hold. One minute later I get disconnected. Is that part of the support script? Put on hold, then hang up! VERY frustrating.
This happens from time to time. Try clearing your browser's cache and deleting your cookies, then try again.

My bad, I was not clear, this is TurboTax Business DESKTOP, not online.
After spending some of my time researching this issue, I think the issue is that, although Intuit was/is happy to take my $50 for the state product it is not actually available just yet so the issue (flaw/bug/very irritating non-user-friendly aspect) is that the program does not not handle this situation smoothly and continues to ask me to purchase it, then asks me to down it, then, wash/rinse/repeat, does that all over again. Then, you get a whole bunch of us (paying) users all frustrated.

Per the sr. customer service and developers, the Turbotax Business State "loop" issue is caused by the update for the State Taxes (forms) not ready.
As of tonight, the 2/23/2024 update was released. Big issue!!! The "LOOP" for Pennsylvania is not working. This is EXTREMELY PROBLEMATIC!!! Many others are dealing with the same issue.. The state download is paid for, downloaded, but the State taxes will not start. Thus... we can't file our State taxes by 03/15/2024. I highly doubt Intuit will be paying the penalty for late filing because of a software issue.
Note: I tried the "delete turbotax all versions, go into the registry of window, etc etc etc... I am convinced it's a software issue within Turbotax business.
How can we escalate this issue to the development team as CRITICAL. I wish this was a one-off.. but it's not.

The Turbotax delete program DOES NOT WORK ON 2023 versions... sigh....

It is about 1 minute to midnight here in PA on the 24th of Feb 2024 and when I launched my TurboTax Business software tonight I got an update dealing with my PA State module. And then when I tested my PA State module, I was able to START it OK. So it appears the fix is out as of Saturday night on the 24th of Feb. At lease for the state of PA. Hope everyone else in other states will get the "patch" too. I will start working on finishing my 2023 tax returns tomorrow night. Hopefully all will continue to work fine from this point.

It is now 2/26/2024 and the website was updated again. The date for "Ready for print?" and "Ready to E-file?" was updated from 2/23/2024 to 3/1/2024. What is going on with Intuit? Are they going to push this all the way to 3/15/2024?
Anyone have an alternative for me to use next year? I'm committed to use Intuit this year but I'm just sick-n-tired of this. I run a small business and this is supposed to be "easy".
As of today, I have tried eveything and NM still will not load. I have done TTCLEAN States Tool, uninstalled turbo tax and even restarted in selective startup. I have uninstalled and reinstalled TT multiple times. Still doesn't work. What is going on? March 15 is looming and I want to get this done.

So does that mean it won't even install? Why is there a "fix" without even mentioning to check the forms availability? This has never happened before that you can't at least input your information. Usually there is a pop up window that just say you can't file. Also, it is due March 15. Why are we a little more than 2 weeks out and can't file? Terrible handling and communication by TT. But my main question is, on March 1, when the forms are supposed to be ready, am I going to magically be able to have access to my NM state partnership return? Can you promise me that?

When you get to the start your State window, the program prompts you to pay. You pay. Download appears to complete successfully. You're all happy and ready to go!
However, if you try to "Start" your state it prompts you to purchase (another state) and/or (re)download the state you have already purchased. You're confused but click on the box to download your state again. Download appears to complete successfully. You're all happy and ready to go!
However, if you try to "Start" your state it prompts you... AND THAT IS THE FRUSTRATING INFINITE LOOP.
The MOST frustrating aspect is you are not sure what is going on and then spend your valuable time looking through the community only to find out that the forms aren't ready yet. And there you go, the unvarnished answer.
