SS, 401k and pension

If my earnings are less than $25000.00 which includes social security a pension and 401k, I understand that I do not have to file taxes.  My first question is is that correct and is that Federal tax as well as State taxes?

That depends.....what is your filing status?   Will you be filing Single, Married Filing Jointly or Married Filing Separately?

You need to file a federal return if half your Social Security plus your other income is $25,000 when filing single or head of household, or $32,000 when filing married filing jointly, $0 if you are filing married filing separately.

Who has to file?
