I did not receive my first stimulus payment on my turbo debit card, the reason I was told was because of the fee they were taken out for doing my taxes. So the IRS sent my stimulus to the account for whoever was taking the fees out of my refund. Which caused me to have to wait on my stimulus for a paper check to be mailed. So what will happen this year will the same thing but I sent it to that account again and it will be rejected and I have to wait for a check in the mail? Or was this problem resolved last year and will it get deposited into the correct account for my turbo card?

At this point, we do not know yet what the new stimulus bill will mean in terms of changes to the 2020 Form 1040, software programming, software updates, etc., etc. Do NOT be in a hurry to file your 2020 tax return until more is known. It is never a good idea to file early, and it would be especially foolish to file an early 2020 return.
BANKING INFORMATION
Your banking information cannot be changed after your tax return has been filed and accepted.
Banking information does not go from TT to the IRS until you file your 2020 tax return and it is accepted. The IRS will begin to accept and process 2020 returns at the end of January 2021.
You enter/change banking information in the FILE section before you file your 2020 return. Changing it on the TurboTax site does not do any good until you file your return and the IRS processes your return. If they manage to start sending out stimulus checks before you can change your information, we hope the IRS provides a way for you to change it with the IRS. Right now there are no new guidelines. If your check goes to a wrong or closed account, it will be sent back to the IRS and then the IRS will mail a check to the address on your tax return.
That does not answer my question at all! Did you even read my question? My first stimulus did not get deposited onto my TurboTax card because it was sent to Santa Barbara bank , Who I assume is who takes out the fees for TurboTax services. Which delayed my stimulus check and they had to mail me a paper check. What I want to know is it the same thing is going to happen this time? I mean TurboTax should have fix this because if they send it to the same bank and it’s rejected and have to mail a check I probably won’t get my stimulus until I file my taxes so my question is what is TurboTax doing to fix the problem that we had with for stimulus. Because it didn’t affect everyone who had fees taken out just certain people. But enough of us that it is important because we do matter and we are in need of our stimulus money as well. And if it is going to go the same way it went last time what can we do about it because I think we need to do something!! It is not our fault the IRS didn’t have direct posit information it would be TurboTax fault because they obviously had some peoples direct posit information that had fees taken out !!

From the IRS:
Bank Account Information
Where did the IRS get my bank information, and what if I need to change it? (updated May 15, 2020)
No. To help protect against potential fraud, the tool does not allow people to change direct deposit information already on file with the IRS.
If we issue a direct deposit and the bank information is invalid or the bank account has been closed, the bank will reject the deposit. We will then mail your Payment as soon as possible to the address we have on file for you, and we will update Get My Payment to reflect the date your payment will be mailed. Typically, once the payment is mailed, it will take up to 14 days to receive the payment, standard mailing time.
