I deleaded my house in 2024 I am aware I need to Select Non-Refundable Credits and print the form with supporting documents and I will have to mail the state return.  My understanding the credit is 3000 if I spend 4000 and I don't owe state tax will that trigger a refund?

No.  This is a non-refundable credit meaning it will bring your tax liability down to $0, but not below $0.  

 

If the reason you do not owe is because you paid enough in, then it could trigger a refund of what you paid in, but not more than what you paid in. 

 

If the amount of your credit is not fully used up because you do not have enough tax liability, then you can carry the credit forward for up to 7 years.
