Parent as dependent

If I claim parents as dependents, will they be able to continue to receive EBT and medicad? they have no other income other than social security. Additional question, do they even have to file tax returns?

You would have to contact the medical assistance and EBT office in your county.  

 

If you are claiming them, and they have only social security for income, then no, they do not need to file a return.  This would be true even if you did not claim them.

Would I contact their county or the county I live in?

Whatever county or state agency they receive benefits from.
