I am ready to transmit my return (2019 Premiere) and when I click on "transmit return now" a message box comes up stating, "There is an update available for your version of TurboTax. Before you can file electronically, you'll need to get this update. To do this, go to the Online menu and select Check for Updates". When I do this, I get this message "Your software is up to date".
I repeat the process with the same results each time.
I'm in an endless loop. Any ideas?
You may need to wait for the next update, which should be out soon. If you need Form 8995-A to figure your QBI deduction, that is why it says you need to update the program.
Check here to see if any of your forms are not approved for e-file yet.
If you don't need any of the forms that are not ready yet, you can try closing the software completely and then reopen it and let it update.
Julie, Thanks for the reply. Unfortunately, I don't need Form 8995-A, and I've tried to close/reopen program multiple times. I'm running Win 7 and updated TurboTax software each time I opened program to work on my return, including today when I finished and tried to file it.
I tried to find another solution for this, but Turbo Tax is no longer providing support information for Windows 7. They say that this year's program will still operate on Windows 7, but they recommend updating your operating system.

What you might try is the following:
1) shut down TurboTax.
2) Do a full reboot of your computer.
3) then download and install the "Manual Update" and see what happens then. (I've seen this most often with the H&B version, but I guess it could be happening in other versions too). Make sure you run thru all the Federal and State Error checks again after using the Manual update..
The Manual Update can take 5-10 minutes on W10, not sure about W7.
No. Have same problem. Will call them if not rectified will stop payment; print and mail.
In another thread, a user noted that BitDefender virus software was blocking their State updates.
IF any virus software is set on the highest protection levels...it might block updates.
I am having the same issue and am running on Windows 10. Did you ever find a solution?
I'm having the same issue, I've uninstalled the program twice and it still does not work. I'm running windows 10 and all the software has been updated. Hopefully they will fix this, I've been using turbo tax for years and I've never experienced this before

Thanks for the suggestion, but it may be a bigger issue. I tried running the program on my wife's Windows 10 with no luck. I then gave the file to a friend who is an IT manager, and after spending 2.5 hrs on the phone with Intuit without resolving the issue, he thinks it was somehow corrupted. He's digging into it further and I'll report back to everyone.
I am having the exact same problem. Restarting TurboTax doesn't help. I am going to try sending the returns separately.
TurboTax Premier 2019 - I had this same problem. I was not submitting any business return info. I was submitting Fed, Kansas and Missouri all for efile. I've used TurboTax for 10+ years, without ever having a problem. I could not get past this error after trying tons of things recommended on several posts, here and other sites. I even tried it on different networks but that didn't work either.
I finally tried installing TT on another computer, and it worked fine - first try. Both computers are Windows 10 Pro 1909. Both have latest updates. Both are running BitDefender (NOT disabled). I tried as both Administrator and not. Nothing could get my tablet to work with efile, but the first time I tried it on my desktop it worked fine. I have no explanation why, but if you have another computer you can install it on and then copy over your tax file I would recommend that.
I am experiencing the same issue. I tried to uninstall and reinstall the software. I even exchange the software in the store for a different copy and the same thing. After spending at least 10 hours doing this and being on the phone with TurboTax I finally was told there is a known issue and it is affecting many users. There were not able to provide any ETA except that it is a known issue and they are working on it.
Please respond to post if able when it is working as I hope I can try again tonight to submit the return.
Please see the FAQ for assistance:https://ttlc.intuit.com/community/tax-topics/help/turbotax-desktop-windows-update-loop-at-e-file/00/1116299
We apologize for any inconvenience this experience has caused and we are working diligently to help the returns get filed. On the above FAQ there is a link "here" that you can click on to receive an update once this has been corrected. Again, we apologize for any inconvenience this has caused.
For Windows users...The Following FIX was recently posted (for a State Update loop):
https://ttlc.intuit.com/community/tax-topics/help/state-loop-indicates-turbotax-is-up-to-date-after-updating-but-won-t-allow-you-to-install-your-state/01/1127787
when will form 8995 be available in turbo tax. I have this form in my return.
Question on this fix: I am at the transmit return stage and when I click transmit it says an update is needed but there is no update. Is this fix related or is it separate as I have both the Federal return and State return complete just need to file.
No real way for us users to know at this point.
A couple users have noted hat all they needed to do was.
1)save the current file
2) shut down TurboTax entirely.
3) Restart the program, and run the in-product updates again.
4) and then they could open their tax file again and file it.
But there's no way to know until your try...or wait a couple more weeks to let the later software updates (perhaps) fix the problem.
Spent hours searching this site. My issue was that it got into a loop of saying I had to download my state then said updates were complete but looped but would not start state. Spent hours with everyone's attempts, looks like it is hit and miss: Mult. uninstalls, reinstall with anti virus off, use the TTclenaup Tool (did they misspell "cleanup" on purpose??), tried all this in/out of Windows Selective Startup Mode. I did not spend much time on the phone with TT support so I have no opinion. There's probably more solutions out there. Stick with it. FINALLY stumbled on what worked for me (for now) thanks to "2LD4" on another thread I will past it here in case you can't find it. Good Luck
WHILE YOU ARE TRYING TO UPDATE TURBO TAX.....IT SAYS IT WILL TAKE 2 MINUTES......THEN IT SAYS
WAITING FOR WINDOWS INSTALLER.....WHILE THIS IS ON YOUR SCREEN...……
PRESS CTRL+ALT+DEL
CLICK ON TASK MANAGER
SCROLL DOWN TO WINDOWS INSTALLER
CLICK ON WINDOWS INSTALLER AND END TASK FOR WINDOWS INSTALLER
THIS MADE MY TURBO TAX FINALLY UPDATE!!!!!!!
UPDATED A FEW SECONDS LATER....
NOW TURBO TAX IS UP TO DATE.....FOR THE TIME BEING.
looks like those are workarounds for New York and Massachusetts. I am filing in Missouri, any workaround for us?
I was able to find a solution to this issue:
Save your TurboTax 2019 file
Uninstall TurboTax 2019 from Programs and Files
Open C: drive
Open folder "Program files (x86)"
Open folder "TurboTax"
Open folder "Premiere 2019"
Delete "Premiere 2019"
Reinstall TurboTax and run file
I hope this works for anyone experiencing this type of issue. Good luck!
I did as you instructed but now I'm getting an error 190 when the software tries to download the Missouri state which was previously downloaded
Please see this Turbo Tax FAQ on error 190.
