Ive called the customer service line - and they said to clear out caches and cookies - I have done that and still not working!!
I have also used 2 different computers!
This may still be a browser issue. After you cleared your browser's cookies and cache you should reboot your computer. At times if you do not reboot the browser is not cleared and the issue remains.

mine is saying the same thing. we have rebooted, tried several different computers and also went and use a neighbors computer and internet. not working.
did you get yours to work? technical support is saying the only way to file is to mail it in.

I've tried to submit several times and I'm getting the same code. This appears to be a common problem and it's most likely has to do with Turbo Tax. I should have went to someone to prepare this return.
I tried different web browsers, different computers, I called customer service 3 times and they all gave up on me. They promised me that my issue was important and that someone from turbotax would call me back. Unfortunately after months of trying to get this resolved I had to use a different tax service in order to e-file.

Server problems upon transmission of returns

If you are trying to pay your Federal Taxes due whereas the IRS or the State will take the payment off your credit card, change that to Direct Debit from your Bank or select that you will mail in the payment. You can mail in payment with a check or money order as long as it's post marked by the tax deadline date.
To solve this error message, if you are trying to have your Federal Taxes or State Tax payment deducted from your credit card, you will need to change that to either Direct Debit from checking account or that you will mail in the payment. You can mail in payment with a check or money order and it will print you out a payment voucher when you download your completed tax file. Sometimes it will not allow you to pay what you owe via your cc information.
There are literally thousands of people with this exact same problem, exact same error message, and it's been going on for years. Their "experts" say to call customer service. You call customer service and they tell you to call back tomorrow. You have to start the story over every single time.
Spents hours and hours yesterday and today trying to address the same issue. Different computers, browsers, cleared cache, etc. Tech support on the phone couldn't figure it out either.
And.... wait for it.... IT WON'T EVEN LET ME MAIL THEM IN!!! It won't take credit card pre payment either!!! I literally CAN'T pay them to even do it myself.

I am taking the standard deduction. I called tech support. They don't know what they are doing and are reading scripts. That is the only level of engagement available and Turbotax has not offered anything else.
