Is tax form 8615 ready for e-file?

Yes, Form 8615, Tax for Certain Children who have Investment Income  is available for e-file in both Online and Desktop.

Just tried this today and it says that you can't e-file if using the pre-TCJA calculation.  Is there any plan to get this working with e-file before the new July deadline or will we have to do file by mail?

That requirement is coming from the IRS, so it will not change for this tax year.
