Edit: finally fixed it. TurboTax has the wrong link for E*Trade. You have to manually copy paste the web address for E*Trade’s login page into TurboTax. If you do that it’ll import correctly.
I had some issues: (1) 2-factor doesn't need to be added to the password. (2) I logged in a few times to get the import to work.
You may need to check your Etrade account to see if they are allowing third-party access. Although the following Help Article is for Schwab, it is possible that your brokerage has restricted TurboTax's access to your statements unless you grant consent, and you might need to do something similar to what is described here How can I fix my 1099 import issue?
Please check with E-trade to determine if they are having an issue downloading. Here are instructions for downloading using TurboTax:

At tax time, you have the option to summarize your transactions by Sales Category.
IRS requires details to be listed on a Form 8949,
or on your other forms (e.g. consolidated 1099-B) which have the same information and in the same manner as Form 8949.
Either way, if you choose to summarize, you have to mail the transaction details to the IRS within three business days of IRS accepting your e-Filed tax return.(unless you have attached a PDF of the transactions details to your e-Filed return. TurboTax does not offer this feature).
Exception: if you summarize Category A or Category D, Form 8949 is not needed for transactions without adjustments. No mailing is necessary.

I can download my form 1099 consolidated from E*Trade platform without any issues but in TurboTax it errors out with the same signature as mentioned above.
I was able to import it successfully since many years. Something went wrong this time.
Entering the data manually will take me a lot of time.

I am having the same issue and it is very frustrating. When you say "Manually copy paste the address for the login page and it’ll work" Do you mean to type https://us.etrade.com/e/t/user/login in the search bar?
As I did that it shoed E*TRADE Bank and it still doesn't work.

now where to put it? In Turbo Tax when you go to import, you have a selection of 20 or so button/images that you can select from, including E*Trade. DO NOT CLICK them, instead copy paste your E*TRADE login into the field above the icons. That did the trick for me, hopefully for you too!
It worked for me after I selected E*Trade bank instead of E*Trade securities for importing.
Ah yes, that also worked for me. Imported my 1099's. DO NOT SELECT ETRADE, instead provide the URL to etrade. Looks like the ETRADE selection in Turbotax is broken.
I think the issue is that Turbotax can't handle a large number of transactions.
I ended up entering the numbers (totals) manually.
Someone else had posted that they imported from e*Trade Bank instead of e*Trade Securities. I tried that and it worked for me. Brought down my 1099-DIV and my 1099-B. All 22 pages...
Sadly, this didn't work for me. I copied and pasted https://us.etrade.com/e/t/user/login
It didn't work for me. Instead, it only let me choose e-trade and when I did, the url was https://us.etrade.com/home and never connected even though etrade logged me out because, it said, I had logged in another way!
And I have tried the other way (just going to etrade on their list) over and over and over without success!
I provided the url and it only let me choose what it already had - which was etrade banking. And that didn't work, over and over again ad nauseum.
I am thinking of using a different tax return company this year. One that actually connects to etrade!

Maybe that's it. Maybe everyone on etrade got their forms and tried to file, and turbotax couldn't handle it. Maybe it will work if I wait a few days.
Have you double-checked to make sure you are trying to import from the correct brokerage? Some users have had success trying to import from E*Trade Bank instead of E*Trade Securities.

Depending on the version of TurboTax you are using, TurboTax does have a limit on how many transactions can be downloaded. Please see How many stock transactions can TurboTax Online handle? for additional information.
Thank you for your reply. I did notice that there were people saying to make sure it said "bank". That's what mine said. In fact, only one suggestion popped up, and it said "bank" (and no choice, but to take that option) - so I am guessing they took off the option for "securities" because of the problems people were having last year.
Since this is the first time I've had a problem after my documents were available on e-trade (3rd year), all I can think of is that it has something to do with a lot of people descending on Turbotax at the same time or something unknown.
I think I already said this, but the first time I tried this I was already logged in to e-trade in another tab. When I went to that tab, it said it had logged me out because I had logged in through another source (I forget the word they used, but source-I hope-gets the idea across) so I know I got logged in okay according to e-trade.
The problem seems to be more Turbotax not being able to pull out the document that is on e-trade. If I was a compute geek, maybe I'd have a better idea of what's going on. 🙂
If you have a large number of stocks, you may want to follow the instructions here, as it can allow you to enter a large number in Turbo Tax.

It was the right decision to wait a few days. It worked without a hitch today. I don't know what the problem was, but everything's good now.
