That is an issue with your phone or tablet ... if you cannot adjust the screen size then log in on a full computer to complete the process.
I am on a laptop with a 17" screen. The Developer did not make the card payment screen adjustable so I am unable to resize the display.
I tried changing the settings of the browser. It turns out the browser settings have no effect on the payment card window. I'll try another browser and let you know if that works.
It appears that I do not have any control of the browser. Once I click on the PAY WITH CREDIT CARD button, the payment process begins as a pop-up window. There is no way for me to copy & paste the url into a browser.
To contact TurboTax customer service/support use their contact website during business hours. If the problem concerns any type of refund for fees, use the key words billing issues and do Not use the word Refund or you will get a phone number for tax refunds.

If this is higher than 100% change it to 100%, if its set at 100 reduce it to, say 90 and then you should see the whole page. If not you can keep reducing it. You can set it back to what you like when your done.
Yes I spent about hours on this - had hours of calls- lines dropped and one agent hung-up . none would give me a supervisor.
It appears to be a known bug. I finally a supervisor called me
He could not fix it. I finally repeatedly logged on and off till the continue button came back. It's software. I cleared cookies tied various re-st of properties - no scroll bar worked CTRL - didnt work. Randomly i was hitting tab and enter and it finally came up
Thank you. Your suggestion to go to Settings > System > Display worked. On the Display screen I changed the Scale and Layout settings to a smaller size. That made the payment screen small enough for me to see the PLACE ORDER button.
This is a nice function to remember in the future especially when things are too small.
You have two options: 1.) Uninstall the app and then reinstall and try again. or 2.) Log in online using a desktop, laptop, etc to transmit the return.

Yes, it's ridiculous. I have better things to do than try in vain to PAY them and file my taxes. Really ticked off here.
This worked but I wish you had not said "laptop" as I am on a desktop PC, not a laptop. Furthermore I am furious at Intuit for screwing with our displays. I can't possibly use this setting as the font size is now tiny on my monitor. For a gigantic company, they really cheaped out in how they set up that payment page. Really poorly done and especially maddening when you have finally completed your taxes and all you want to do is pay and file them. I am using nice language, BTW.
I couldn’t see Continue on $25 credit card page. Before beginning Turbo use right touch pad to change display size to 100% from 125%.
I had to click on something, then change the display settings for size of text, apps between 100 and 150%, then keep going back and forth with this font size change to see what I had just clicked on. It was so ridiculous I can't imagine this product went through QA.
I had the same problem. I tried reducing the script size, Did NOT fix the problem. After many attempts I printed off my State return and mailed it. I would have paid the $20 to Turbo Tax to efile, but I could not get the page to accept my cc info.
There is no reason for that payment screen to be that large.
Surprised that TT has had this problem since 2020 and it's only getting worse each year. I spent an entire hour trying to figure out how to press the button at the bottom of the credit card popup screens and finally went to Windows Display Settings and changed the recommended default of 150% to 125% on my laptop in order to be able to see and click on the processing buttons. UX design should have the buttons at the top as well as the bottom and if required fields are not input then cursor and highlight should point out the error; otherwise add a scroll bar on the side. I've been using TT since 2004 and in recent years was able to click on the very top of the button but this year it was not visible - no way. I tried to rate the product as 4 star but was too late in review. There is no way to provide product feedback so guess that this problem sadly will continue for 2023 and beyond.
