Read the mail request from the IRS carefully again...Be sure they are not also asking for any other forms that show Federal withholding too. Like W-2 or 1099-R forms. So that you send them everything they want. (It did come as a Post Office mailing on paper correct? NOT an e-mail request. E-mail requests are likely scams)
Also look at your actual printed form 1040. Check the lines 25 a,b,c,d to ensure the withholding totals you entered actually matches what's on the various tax forms you entered.
They might... but apparently something in your tax withholding entries didn't match what they received from Social Security. ...either that or they thought the withholding was an unreasonable number.
Occasionally people mis-enter some fields by typing quickly and not confirming what they actually entered.
Say, withholding was supposed to be $234, and it was double-keyed as $2334.....or perhaps you accidentally entered $$ from the Medicare premium box, into the Fed withholding box. It happens, then the IRS asks to see a copy of your actual SSA-1099 form because they are suspicious of the number you entered.

Thank you Steam Train for your thoroughness. The only form I have received with Fed Tax withholding was the 1099-SSA. It was entered on the correct location in TurboTax and populated the correct line on the e-file.
The request for info came by mail. Thanks for checking on the spam possibilities. They will not even provide information when I finally reached them by phone - only communication for what they wanted was by mail.
From your info, I can only guess that they wanted to confirm the amount. I'm just puzzled that they had not also got that info from Social Security.
