Besides, you need to make an entry as tax already paid.

@georgeturlock No. Having your federal refund seized for back taxes or child support is not paying an estimated tax. You do not enter anywhere on your next tax return that your refund was seized. That is not deductible.
Understand your point. But I assumed no 'wrong doing' there.
My comment was based on the original question which stated " . . . IRS kept my federal refund for tax payment . . . . ". During the filing of tax return, we know the option of choosing the refund to be applied to the next year's tax estimate. My comment was related to that scenario only.
