If you're using TurboTax Online, first, be sure to clear your Cache and Cookies between attempts. When you type in E*Trade on the bank name, double-click E*Trade from Morgan Stanley in the search results below. You should then get a Sign In link. Make sure you check your broker account to be sure you enable 'third party sharing'.
If you are using TurboTax Online, try importing using a different browser. Make sure any VPN or Anti-Virus is turned off.

There was an update last night that MAY have solved your issue. Make sure you have the most updated software and try again.
