How to enter a 1099-S form

The County purchased the back part of the land of my main home (I currently live on the property) for a road widening project for an easement/right of way last year. The total was $10,800. I received a 1099-S form from the title company that did the closing. I need to know where and how this needs to be reported. Due to the reason of the sale, am I responsible for paying taxes on the proceeds from the sale or is this exempt from taxes because of the type of sale.

1. A road widening project sounds like you sold the land rather than a temporary use of land. A sale of the land will need to be reported on Sch D. See Where do I enter the sale of a second home, an inherited home, or land on my  taxes?

2. You are responsible for the taxes on the sale of land.
