How to e-file Form 1040 with Form 1310?

I am trying to e-file my deceased mother's 2021 Federal Return. According to TurboTax in the screenshot, I have to complete Form 1310 in order to e-file this return. I was able to eventually find Form 1310 in the TurboTax Forms page. TurboTax does not attach it to your printed return nor do they show you the Form 1310 when you use step-by-step, so you have to go digging for it using Forms. I completed Form 1310 but the same screenshot error still appears preventing me from e-filing my federal return. Again, the error message  says to e-file the return, I have to complete Form 1310, which I have done but TurboTax is still not letting me e-file.

Yes, I understand I can print everything out and file by mail, but I would prefer to e-file. Is TurboTax incorrect about the ability to e-file the return after completing Form 1310 or is this bad coding?

It is likely both. Form 1310 can be e-filed with the proper software (primarily professional income tax preparation software) under certain (somewhat limited) circumstances.

With TurboTax it is likely that you will have to print and mail the return with the 1310.
