A state tax return cannot be downloaded separately.
When you download a PDF of the tax return the state tax return will be located directly below the federal tax returns forms, schedules and worksheets when viewing the PDF with a compatible PDF viewer.
To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents. Click on the Year and Click on Download/print return (PDF)

When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2023 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return. Choose the option Include government and TurboTax worksheets
If you just want to print the state tax return, the print dialog in Acrobat Reader or other PDF readers gives you the option to select specific pages to print.
Most PDF editing software will allow you to delete pages from a PDF, or create a new PDF with only selected pages. You can probably search the web to find a free PDF editor.
