free NY filing not working

I was filling out my federal return and I have lived in NC and then spent 4 months living in NY. As I was wrapping up my federal it said I had to e-file my NY return but that it would be free. I chose not to finish my state at that time. I am ready to do it now and it tells me I need to pay $40.00 and then hangs up. I ha e already paid for the NC state. What is happening?

Please follow the instructions here to clear your cache on your browser, as well as delete your cookies. 

 

Once done, close the browser and reopen it, then try once more.
