Form 8283 and issue with e-filing or by mail.

1. TT states I must file federal side by mail because Form 8283 requires a Donee signature.

NYS requires electronic filing of state return, but TT states I must instead file by mail (I assume because I must mail the federal side?).

BUT - the NYS state return does not include/attach Form 8283, so why can't I file the state return electronically? 

 

2. I also have an issue with TT's requirement to submit federal return by mail if Form8283 needs a signature.

Why can't I file federal return electronically and just mail in the Form8283 via Form 8453?

TurboTax cannot transmit a state return unless the system "sees" an accepted federal return in the system.  This is primarily for fraud and security protections, and there isn't a way to override or work around it. 

New York will accept the mailed return when it cannot be e-filed due to preparation software limitations.
