Foreign Qualified Dividends

I receive Qualified Dividends  for stocks from India. When I enter the same dividend value in 1a and 1b of 1099-DIV,  my refund reduces.  However, when I enter $0 in line 1a and the Qualified Dividend amount in Line 1b my refund increases.

Why does the refund reduce and increase?

What is the correct way to enter these numbers? 

Is this a TT software issue?

@anup1993 , absent more details on your situation, may I refer you to page 9 of the instructions for form 1116 --- this explains why/how/ etc. of adjustments you may have to make to the  foreign source income when  Foreign Qualified dividend  and/or capital gains are part of your foreign source income.  See this --> 2025 Instructions for Form 1116
