foreign assets

i own shares of shell plc held at Edward Jones. Is that considered owning a foreign asset? do i need to file form 8938

Yes, it is possible that you may need to file a 8938. I'd say "yes" to the question asking if you own a foreign bank account or assets and the questions that follow will determine if you need to file a 8938 or FBAR report.
