Filing without any US or state-based income

Can I skip Oregon state taxes if I did NOT have any Oregon-based income from the previous tax year?  Also, I did not have US-based income, and in such, it seems I am not able to e-file.  How do I proceed before I mail the forms?

If you have no income, it sounds like you may not be required to file. If you want to file anyways, with no income, you will need to mail your return. However, I noticed you state "us-based" so keep in mind if you're a US citizen/alien, then all of your income (from anywhere) is included in the gross income test for filing.

For Oregon, if you're a permanent resident in the state, then you should file unless your income is below the filing requirements, which you can check out HERE (these are often similar to federal). Otherwise, for non-resident state tax returns, income from the state is what triggers filing a tax return. If you have no state income, then there's no need to file a non-resident return.

See the following FAQ to determine if you need to file: https://ttlc.intuit.com/replies/3302274
