Filing my 2019 return FROM OVERSEAS failed--first time ever--due to technical issues. Has this been fixed?

Issue was error code for phone number or address

Can you clarify the issue?  You can't file a 2019 return online, it is for the current year only.

I reported in 2020 that I couldn't eFile my 2019 taxes because TT kept rejecting it.  Appears to be an issue between Intuit and TT based on using an overseas address and phone number, and a phone number that can't be verified because Intuit won't call a non-US number.  Thanks for your answer yet it wasn't to my actual question.
