Filing for a decease parent - no assets

Do I need to file for my mother who passed away 6/2017?  She had no assets.  I started the 1040 and found she has a refund due but it mentioned the form 1310.  My sister was her power of attorney for the last 5 years before she passed.  Is that the equivalent of Certified Personnel Representative? My options are 10 Yes I am the court appointed Certified Personnel Representative; 2) "No the court has not and will not appoint a Certified Personnel Representative; 3) The court has appointed (or will appoint) someone else as the Certified Personnel Representative.
