file by mail federal return and e-file state returns

I need to file federal return and 2 states return. Because I cannot file form8833 online, I have to file my federal return by mail. I was wondering if I can still e-file my state returns (MD and NY). It seems "New York State requires most taxpayers to file electronically if they are using tax software to prepare their return".

For security reasons, TurboTax does not allow you to e-file your state returns unless you e-file your federal return first or at the same time. See the following FAQ. If you file your federal return by mail you will also have to file your state returns by mail.


Can I e-file my state return before my federal?


You are required to e-file your NY return IF "your software supports the electronic filing of your return." TurboTax does not support electronic filing of your NY return if you file your federal return by mail. Therefore you are not required to e-file your NY return.
