Federal state return - 10b line does not accept any value and 0 is not a solution either

Not sure what you are trying to ask about----Federal and state returns are different returns.   A federal return is the one that goes to the IRS.   The state return goes to one of the 37 states you live or work in that has a state income tax.  There is no such thing as a "federal state" return.

@Kristina2021  If what you are mentioning is the CARES Act deduction for charitable contributions, you will need to delete the entry; not a 0, but leave it blank.
