Exemption Certificate Number (ECN)

Is anyone familiar with form 3853? It wants an exemption certificate number (ECN) but I don’t have one so I can’t transmit my California return

The exemption certificate number (ECN) is issued by Covered California once you submit an exemption application and are approved. Covered California will mail you the ECN if you are approved. They have up to 30 days to determine if you qualify once they receive your application.
