To resolve this issue first try troubleshooting your web browser, turn off any pop-up blockers, use a different web browser, delete your browser cookies.

Here's what worked for one user:
"I solved it by changing the Win10 security settings, which apparently was blocking the ability to send.
>> Under ‘Windows Settings’: Search for ‘Change Security Settings’ ...
At the bottom, click on “Reset all zones to default level.”
Now back to TurboTax, and send.

Search for ‘Internet Options’ which takes you to Internet Properties popup.
Go to Security tab.
At the bottom, click on “reset all zones to default level.”
Now back to TurboTax, and send."
I just tried reducing the scanned image resolution on Form 8453-Corp from 1200 to 300 DPI and it worked!! In other words, my required form upload attachment was too large to transmit, so I had to reduce the resolution on the form scanned image.
