Start a NEW tax return .....and make sure you have downloaded, and installed the required state you need first...(must be the state (or states if more than one) that is already in that other file)
Then after that attempt to open the other file you really want to use.
doing this advice has not worked for me.... TTax support said she thinks it is central system issue and wait for a new update this wee... support was getting many of these on last weekend.
It's only Tuesday, so seems not fixed yet.
