You will probably have to contact Support for this issue.
Is your Federal refund big enough to cover the fees plus the EXTRA 40 Refund Processing Service charge (45 in California)?
Any of the refund that is from line 28 or 30 will not be considered for the refund processing service ... so is your federal refund more than those 2 credits combined?

You can get a prepaid Visa card at Walmart or somewhere. Which is good because it saves you the Extra $40 Refund Processing Service charge (45 in California) and your refund comes directly to you and doesn't go through the 3rd party bank to take the fees out.
If your AGI is $73K or less then why are you paying anything to file the return ???
