E-file Rejection, Changed Info, Can't file

I purchased Turbotax software from Costco. E-filed a return for my grandparents but it was rejected. I fixed the error, but it was rejected again. I then ONLY switched the name of the taxpayer and spouse and now it is saying I can't e-file because I have hit the maximum 5 filings. I also paid the $25 state filing fee without filing any return. 

Why is TT saying I can no longer e-file when the only information changed was the names and related SSN? Can I refile the return online or through another desktop software purchase?
