Are you using the CD/download software, and are referring to the included state program download that you get with your product?
If so, which desktop edition are you using--Deluxe, Premier, etc.?
I have no problem with included free state program. I purchased 2nd State product through download and installed on my computer. The forms of 2nd stat product are not there when I launch the turbotax. I use Premier.
Exit the TurboTax program.
Reboot (restart) your computer.
Launch TurboTax again, and open your 2016 return.
Does your second state program show up now?
If not, then in the top menubar click the ONLINE menu and choose "Download State" again, but don't pay again. If it tries to make you pay for the same state again, don't. But report back here.
I restart my computer and launch turbo tax again, the second state program still did not show up. Went online and download state, they made me pay for the same state again.
No, I decided not to pay since I already did. The issue of the second state remains ( forms did not show).
Open your return. When you click on the STATE TAXES tab, is there no evidence of the second state?
Do you have an online account? If so, check the download area of your account at the link below for completeness. I think it's low probability there will be a state program there, but it's easy to check and TurboTax Support is closed now anyway. I'll also tell you in the section below how to phone TurboTax Support during business hours, and they can troubleshoot with you in realtime and push the software if necessary.

Yes, I have online account. Logged in, on the right upper corner, contacted support & typed in my questions that State did not shown. In 5 minutes, got a call from the support.
1. Support requested screen sharing permission, went to my account, found my download there.
2. Requested me to launch Turbo tax, click online on the tool bar, continued to purchase the state product ( I was a little suspicious). When asked whether I have online account, I answered YES, then logged in . Rather than asked me to purchase, it restored the state immediately into my Turbo Tax. The problem solved!
