Does a medically indigent program qualify as health coverage?

It depends.  It likely is not a qualifying health plan in and of itself.  However, you may still qualify for exceptions to the penalty.  Here is a great website that fully covers the exceptions that exist:  https://www.healthcare.gov/health-coverage-exemptions/
