Do they have to send a notice before offset

I called this number I got to see if I had an offset they said on audio I may have an offset I didn't receive a letter though should I be concerned about it what should I do?

No, the IRS will not send you a letter before they offset your refund.  You will get a letter a few weeks after it happens. 

You *might*  get a letter of warning etc. from the agency administering your student loan, child support, etc. If you owe back child support or delinquent student loans, you already know it.

So they could take my refund and then send me a letter
