I have a girlfriend that made less that $4,050, can I claim her? I have provided all of her living needs as well as school supplies

Yes, if she lived with you all year and you provided more than half of her support.

She would only file to get any refund due her from withholding if she was an employee. IF she was she was self employed she would have to file if she earned more than $400.

she only made $2,895... if she files then I can't claim her?

You can still claim her if she files, but she has to check the box that says someone else can claim her,
