Custodial parent refusing to sign 8332

I am the non-custodial parent
I can claim my son on even years only if current on child support which I am I have the proof from the child support enforcement people. Custodial parent still refuses to sign. Our divorce decree states exactly the above but was done in 2010. Can I supply this to the IRS or am I just out of luck?

The IRS will not help you as they will not enforce a local divorce decree.  Your option is to go back to the Family Court that issued the decree and request that they enforce their order.
