Computer crashed. reinstalled software, and tried to reload data files. got an "190" error. what does it mean and how to fix.

do you have an available technician?

It means you have a state return in the file and you have not installed the state program yet ... once you do you will be able to open it. 

Start a fake return and enter just enough info to be able to click on the state tab and install the needed state.

I have a deluxe + state but the state part is not downloading. What to do? Please let me know

After you have re-installed your TTDeluxe, you have to launch/start TTax.  In the menu bar at the top of the screen, Click 'Online'.  In the drop-down list select 'Download State'.  Select your desired state from the list.

 

NOTE:  TTax may erroneously think that you may be trying to download a 2nd state and attempt to charge you for the state.  In that case you will have to contact TTax support (via phone or chat) and ask for assistance to avoid being billed.

That was great information, I truly believe that is the only solution for those people that have the same problem. It worked for me, I follow all the steps which you have suggested including contacting customer service.
