Now you need an US address to file.  Perhaps you can use one from a friend or family in the states.

I CANNOT contact customer service as all my phones are in the UK, though i tried anyway but to see what would happen. It was not able to reach customer service as I expected. Is there an email or something i can reach them maybe?

I do not have any friends for known addresses of any family over in the states. I barely have any if none at all contact over there.

Are you paying with a credit card from a US bank?  That's a requirement.

You can have a Foreign mailing address.

Here's more info on Efiling with a Foreign Address.

If you're using TurboTax Online, try closing the program, clear your Cache and Cookies, and return to the payment section.

Sounds like your computer may be experiencing a loop.  Let's clear your cookies, history and cache' then reboot.

Cookies are small files that temporarily store data on your computer. We use them to personalize your experience so you see information you already entered and not items that are irrelevant or repetitive.

On rare occasions, they may make your browser think you already did something that you still need to do. To fix that, you'll need to delete (clear) the cookies from your browser.

Each browser has a slightly different method for deleting cookies. Choose the browser you're using:

I cleared my history and my cookies cache and tried again, the same problem happened. Same error message of "Please make sure your card number, billing address and CVV are correct"

Try using 123 Main Street for the address. Leave City, State and Zip the same.

Did you try using a different browser? Are you using autofill for the payment?

If you still experience the issue, please call Customer Service and tell them you have a "block payment issues, possibly due to billing or an invalid license" and the agent should be able to help you. Here is how you reach customer service:  Turbo Tax Customer Service
