The IRS Instructions on Schedule 3, Line 13 are to report any credit from Form 2439 or Form 8885.  Your rejection is probably due to accidentally entering something in regards to your health care to make TurboTax think you were eligible for this credit. .  Most taxpayers do not qualify for the Health Coverage Tax Credit (it's for workers who have been certified as "displaced workers"   Please see IRS Instructions for Form 8885 for more information.

If the Form 8885 was completed in error, you can delete the form in TurboTax.

To delete the form 8885 in TurboTax, follow these steps:

  1. While you are in your Tax Home,
  2. Scroll down and select Tax Tools,
  3. Select Tools,
  4. Select Delete a Form,
  5. Scroll down until you see Form 8885,
  6. Select Delete.

I've seen these directions several places but my version of TurboTax has none of these features. It is: TurboTax Deluxe 2019 for Mac, which I downloaded. I need to delete a Schedule E. Can you help?

Sorry just to clarify, I have no "Tax Home" or "Tools" option anywhere.

Ha wow I just found it! If this is happening to anyone else out there, I went into the forms/federal forms, and then used the drop down menu "forms" and an option to delete Schedule E appeared. That only took an hour.

Yes, for desktop versions you can enter the forms mode by clicking "forms" at the top right of your page. There you can enter information directly onto the forms or delete forms or add forms as necessary.  In this case you probably needed to delete form 8885 as noted above by ReginaM.

Line 13 of schedule 3 is 0.  My e-file gets rejected.  I do not have forms 2439 or 8885.  Does Turbo Tax need to be updated to fix this problem?

Review that these forms are not needed. Then, try deleting the forms from your return:

  1. Under Tax Tools, choose Tools
  2. Choose Delete a Form
  3. Scroll through your return until you find Form 2439 or 8885, click Delete to the right of the form
  4. Confirm that you wish to delete the form

Form 2439 is used to provide shareholders of a regulated investment company (RIC) or a real estate investment trust (REIT) the amount of undistributed long-term capital gains. Check any 1099-DIV for amounts in box 5. Or any Schedule K-1 for associated transactions.

Form 8885 is used to determine the amount, if any, of your health coverage tax credit.

I don't have forms 2439 or 8885 but still have a 0 in line 13 of schedule 3 and I don't seem to be able to get rid of it.  Any help is appreciated.

I do have a $11 entry in box 5 of one of my 1099 DIVs.  This got handled in form 8995 to determine qualified business income deduction.  Line 17 of that form (Total qualified REIT dividends) is 0.

One more bit of information.  In the 1040/1040SR work sheet there is a 0 in line 13 for schedule 3.  I did an override and removed the 0.  This also removed the 0 in line 13 of schedule 3.  But because I did an override Turbo Tax would not let me e-file unless I cancelled the override.  Looks like a program problem to me.

Did you ever get around this problem with zero in 13b of Schedule 3?   I have the same issue with form 8995-A being automatically generated.   Turbo Tax just regenerates 8995-A if you delete it and you can't efile with any type of modification of 13b.   This definitely looks like a bug with Turbo tax or the IRS audit of the form.

I never resolved the problem.  I called Turbo Tax help desk and spoke to people twice who were unable to figure it out.  The 1st one opened an investigation.  Within an hour Turbo Tax closed the investigation saying there was nothing wrong with the program.  That's when I called back the 2nd time.  All in all it was a big waste of time.  I believe Turbo Tax is in denial.  I plan to just paper file unless I hear from Turbo Tax soon.  I have used Turbo Tax for many years and until now have been happy.  Right now I am very disappointed in their customer support and product.

It would be helpful to have a TurboTax ".tax2019" file that is experiencing this issue. You can send us a “diagnostic” file that has your “numbers” but not your personal information. If you would like to do this, here are the instructions:

On your menu bar at the very top, click “Online” and then “Send Tax File to Agent”. When you click to send, you will get a pop-up with a token number. Reply with the token number and I’ll be able to open a TurboTax Business file with your numbers but not your personal information. That may help diagnose the issue.

You could have something posted for check box d from an earlier year. By allowing us to see the return, we can better resolve the issue.

You may have accidentally clicked that you had a Health Coverage Tax Credit. Search for this in the Tax Tools/Tools menu and then select Health Coverage Tax Credit in Topic Search. By saying "no" you may get rid of it.
