Can the IRS Form 8888 be submitted via e-file?

How/where within the filing process dialogue is this form accessed?

You can allocate your federal tax refund in the File section of the program.  Form 8888 will be completed by the software and included in your e-filed tax return.

FYI ... you will not be able to complete that section of the FILE tab until all your forms in your return are ready to be filed ... click on the REVIEW tab to see what is missing and an estimate of when it will be available.
