Can't download state return

If you have downloaded the state product, but you can’t see it in TurboTax when you go to the State Taxes tab, try accessing the state return when you are in Forms Mode. 

To do this, please follow these steps:

1. Go into Forms Mode by clicking on the Forms icon in the top right of the blue bar. 
2. Just above the Forms in My Return list on the left, click the Open Form icon.
3. Scroll down until you see your state on the list.  If you do not see the state, it hasn’t been installed.  Check your Downloads folder and double-click the file to install it.
4. If you do see your state, click the Plus Sign (+) to expand the list.
5. Click Information Worksheet (or Info Worksheet).  The form will appear on the right side of the screen.
6. Scroll through the form and click the box for the main form.
7. Once the main form has populated with your personal information, return to the interview, by clicking on the Step-By-Step icon in the top right of the blue bar.  
8. You should be able to continue your state return.

In that you recommendations weren't helpful, I searched and found the solution on the internet.

i can't find my state return anywhere... i have download it again but it does not show.  i have re-installed the desktop version and it does not show...

what can be done?

I purchased TurboTax Delux on 28Jan2023, completed Federal return.   Purchased NY State return (non-resident)  Order number: TTDCRTA181437743, and chose NJ State (resident).    From "Your State Returns" screen, click on "Start", takes me to "Let's download and install your states", click "OK",  prompt says downloading/getting your states.  Next prompts "Your software is up to date"   Click OK.     No State returns.  Followed instructions above, switched to "Forms" and no state forms there, checked "Downloads" folder, nothing there except the initial download from 28Jan. "Windows_PC_TurboTax_Download.exe"   By this time last year I had completed Turbo Tax and submitted Fed plus 2 states.   Is this a timing issue?  Do I need to wait for states to become available?
