The TurboTax online account fees are for the use of the software to assist in completing a tax return.  There are no e-file fees using the TurboTax online editions, federal or state.  The account fees are the same whether a tax return is e-filed or printed for mailing

It is showing you are using the Online version, there is no charge to e-file returns with the Online version.  The charge is for the returns (Federal and State).

You could check your State's website to see if you can file for free.

No.   If you used online Deluxe---which is what you are posting your question from---your fee is the same whether you e-file the state return or mail it in an envelope.  The fee is not for e-filing---it is for using the software to prepare the state return and letting TurboTax do all of your calculations for you.

If you want to delete the state you can do that and then try preparing the state on the state's tax site yourself.  You will need information from your federal return in order to prepare a state return.
