If you file and want to claim yourself that's called a personal exemption.  The rules for claiming yourself, or if you can be claimed as a dependent are clear, but you have to decide who is eligible to claim your exemption.  If you meet the qualifications then you can take your own exemption.

Your Own Exemption

You can take one exemption for yourself unless you can be claimed as a dependent by another taxpayer. If another taxpayer is entitled to claim you as a dependent, you cannot take an exemption for yourself even if the other taxpayer doesn't actually claim you as a dependent.

Attached are the Qualifying Child Rules so you are able to review them.  If you are a qualifying child of another person then you cannot take your own exemption.

No.  You just file a tax return.  That automatically claims yourself unless you are being claimed by someone else like your parents claim you.
