Box 16 and 18 do not correlate on multiple copies

On my PA state W-2, there are four copies listed on the page. In two copies, box 16 is blank and box 18 lists the local wages. In the other two copies, box 18 is blank and box 16 lists my state wages. Turbotax wont let me file unless there is a number listed in box 16. What is the correct way to file this?

Does it look like they are printing the same W-2 information, but for whatever reason, they put the state information on one page and the local on another (like, are the state and local wages the same?)?

If so, then just put the local wages and tax withheld on the same W-2 as the state wages and tax withheld. Delete any now empty W-2s when you are finished.

State and local wages are the same. So I should file the same number twice in both box 16 and box 18?
