In order to e-file your Oregon return all the forms on your return must be available and supported for e-filing.
The IRS must finalize and approve the form before it becomes available on TurboTax.

Does "unsupported" mean the forms will NEVER be available for e-file, or just that they have not been finalized by the IRS yet?
It depends on where you saw this.
If you are speaking about Oregon, of the forms that are marked "unsupported", it is because either it doesn't make sense to e-file the form or because the form has instructions on how to file it separately (like at another state website).
But in other cases. it may be only because the state or the feds have not released the form yet, and it will be available later (although this is less and less likely as time goes on and forms are released).
What form are you asking about specifically?
I can't say for sure which form is causing the trouble. When I try to transmit my state return, TT tells me that my forms aren't finalized yet. It won't even let me print the state return. It doesn't say specifically which forms aren't available.
I know states can go beyond Jan 31 getting their info together, I just want to know if that's really the problem in this case. I'm going to uninstall and reinstall tonight to see if that clears out any bugs.

I am unable to download the Oregon forms. And talking to support was of no help. Any help would be appreciated
The message I am getting is that the estimated quarterly voucher form is not ready and not to file yet. The rest of my return is approved. When I checked on the state form page for eFile it states this form is "not supported" but for print it will be ready on 2/24. What does this mean? Will I be able to eFile on the 24th? It is frustrating since the only hold up is the estimated quarterly vouchers.
Yes, you should be able to e-file on the 24th, if the Estimated Tax vouchers are made Available on that date.
In the case of the Oregon Estimated Tax vouchers, they are not supported for e-filing, because they are not intended to be filed with your return, but separately through the year on a quarterly basis.
These forms are supported for print, so that you can write a check and add a check and mail the payments. But what a lot of taxpayers probably do now is to take the amount on your quarterly voucher and go to the State of Oregon website to make the payment online.
