Anyone else having problem e-filing with IRS Form 2210 under tax reform

 When tax reform passed during 2018, I didn't realize I had to increase my withholding for 2018 to pay more tax which I'm now doing for 2019.  However, my 2018 tax went up enough for me to deal with underpayment penalty.  Until 2017, it seems like if you paid more than 90% of actual tax due, you can claim penalty waiver, but for 2018, IRS seems to be doing a one time lowering to 85% which I qualify for.  In part II of Form 2210, I checked box A, You request a waiver of your entire penalty due to tax reform or other reasons.  I put "85% waiver" on box A line.   (I think I qualify for waiver on another criteria other than 85% because I paid more tax in 2017 than tax due in 2018).

 

However, IRS keeps rejecting my return with code 32-FD-F2210-003 which has to be about Form 2210.  Anyone else having problem e-filing with Form 2210?  I understand I can paper file, but it's not only more convenient to e-file, and it may take months to know if IRS accepted your federal return by paper filing.  Are you required to paper file if you have to file Form 2210?  Do you have to include an explanation in a Word file about why you are requesting the penalty waiver if you have to paper file in this kind of situation?

I'm having the same exact issue.  TurboTax sent me an email today saying the issue is fixed,  so   I re spun through the form again and it showed NO errors.    I filed,  and just got an email saying they rejected me due to Form 2210.

 

NOW what ????      I can't seem to un check box A in Part II  as before.   Don't know what to do next.

Yes, I totally empathize as I'm in same shoes.   I would think, or at least hope that both IRS and tax software companies are aware of this e-file issue with Form 2210.   This issue with Form 2210 e-file is also affecting State returns as tax reform causing tax increase in federal tax is affecting state tax in my case, and this means underpayment penalty and interest payment to the State.  When there are penalty and interest to be paid whether to the state or federal, the sooner you file and the sooner you pay, the better it would be.  I hope the tax software companies gets this right sooner than later.    Software companies may just tell you to paper file this year, but I highly prefer to e-file, as the cost of the tax software covers 5 federal e-files, and e-file is more convenient, and you can know within one day whether the IRS accepted your federal return.  With paper-file, that's not possible.  I prefer to see that my federal return gets accepted by IRS, and then file with the State, but if you paper file, you can't do that and you just hope that your federal return was accepted by IRS.

I found that I could click on "explain" button,  on Form 2210 Part II Box A , which I did  by typing " I do NOT owe a penalty,  YOU owe me".

I just re filed again......I'll  see if they accept it this time.

Do you mean you typed "I do NOT owe a penalty,  YOU owe me" instead of "85% waiver" on Form 2210 Part II Box A line?   Let us know what happens.

I just got off the phone and they said February 22 should be the latest that this will be fixed in the software (we used the Mac Desktop version via CD).

I was getting e-filing federal error messages with the issue. Message said F2210-003 If Form 2210 Part II Line A Checkbox …..

To uncheck this box:

 

Go to View and click on Forms

Pull up Form 2210

On top menu go to Edit, click on override and then unclick checkmark on Part II Line A

PC Desktop Home and Business - My filing was rejected as Form 2210 Part II Box A was checked and "Waiver Explanation Statement" was not attached.  In the explanation box it says, "85% Waiver". 

 

All estimates were timely sent and a refund is due.  There is no reason to file 2210. 

 

In the forms display, if I delete 2210, it immediately reappears.  If I try an edit override, I can change the explanation box, but I can not uncheck box A.  I suspect that "You Owe Me" is not going to be an explanation that the system will accept.

 

Until there is an update to allow 2210 to be deleted, I can not e-file.  TurboTax HELP!!!

Just picked the following up on another thread.  So far it seems to work for me  I re-filed and hope it works this time.

Hey folks!

 

I don't know if this works online, but...

 

On form 2210, I right-clicked box A asking for a waiver and chose "override". Then, I unchecked the box.

Form 2210 finally disappeared, and my return looks ready to file (accurately!).

Having the same issue using TurboTax online.  Can't find anyway to uncheck the request a waiver box on form 2210  and going to Tools under Tax Tools to delete the form doesn't work - even though it says form deleted, it immediately shows back up.

I actually typed more than "You owe me"  in the explanation section box that opened up.    I typed that I do not owe a penalty.  That I paid estimated quarterly taxes of "X"   but only owed "Y".   X is greater than Y  and  I am owed.

 

My return WAS accepted.

 

I  did try deleting the form repeatedly by clicking to delete it from the top bar under Forms, then delete,  but it immediately popped back again.    I also tried what others have had success with,  by right clicking on the Box A,  but  nothing happens,  at least on this MacBook Pro. I am using  the Mac version of TT Premier  on a CD.

Also having the problem with TT Online.  The form 2210 flow-chart leads to filing "only page 1 of Form 2210".  TT does indeed include one in my filing, with a note "85% Waiver" printed out to the side of Part IIA.  TT's own review says the return (with form 2210) is fine, but the IRS rejects an e-filing because it doesn't have "WaiverExplanationStatement".  The IRS's own Form 2210 instructions do not refer to said "WaiverExplanationStatement".  I guess I can print it all out and send it in, but I'm hoping the on-line software will get fixed in the same time-frame as mentioned above, by Feb 22, so I can e-file successfully.

Congrats!.  Happy to hear your federal file was accepted.   However, what do you do if you were employed full time in 2018, and due to taxes being withheld from your paycheck by your employer, you didn't pay estimated tax?   Personally, I don't know anyone who pays estimated tax if they have a full time job.   Should I perhaps type in "I paid X in tax in 2018 which is more than 85% of Y of actual 2018 tax due" instead of "85% waiver" on Form 2210 Part II Box A??

 

IRS does state 85% waiver, and waiver in case your 2017 tax liability was at least 100% of your 2018 tax liability at this link.  https://www.irs.gov/newsroom/irs-waives-penalty-for-many-whose-tax-withholding-and-estimated-tax-payments-fell-short-in-2018

 

This problem with Form 2210 e-file doesn't seem to be unique to TurboTax.  Other software companies seem to be having same issue.  I'm beginning to wonder if this an IRS issue.   Whether it be IRS or software companies, come on, please fix this issue ASAP so we can get tax return done and out of the way.  When there's underpayment penalty issue involved, the sooner we file, the better it would be.

I agree: probably an IRS issue. Their Form 2210 doesn't require any waiver explanation,  but their e-file acceptance algorithm does.

Description of error received:
"If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210."

So, I added "85% waiver" as my explanation on Form 2210 Part II Box A WaiverExplanationStatement.

 

eFile accepted!

My return continues to me rejected for this issue. Where does TurboTax say that they will have a fix for it? Is that February 22 date accurate?  Thank you.

I put in "85% waiver" on Part II Box A checkbox line on Form 2210 just like you did and got rejected on Feb 15 and Feb 16.  I assume you filed today on Feb 17?  Maybe IRS has caught this issue, and fixed their e-file algorithm maybe just today??

 

I am down to 2 free e-files so I have to be careful to do this right within next 2 e-file attempts.

I'm having the same problem but when TT reviews, it kicks back saying "Form 2210: Line D Withholding-1. The sum of the four columns is not equal to your total withholding of $6358 for the year." For the sum it is only taking my first quarter 1040-ES payment instead of adding up all 4 payments. When I look at where the payments are listed I only see the first 3 payments in form fields. There is no 4th quarter form field! That fourth quarter payment was 888, but it's not showing. Not sure how they got the $6358 figure. Maybe because I tried doing the annualized income thing to try and get it accepted. Here is a screenshot of what I'm getting. IRS rejects it even if I try to send it anyway. I'll have to go to a tax guy if this isn't fixed soon. I hate the thought of that. I've used TT for several years now and have always been happy with it.

I am having the same problem with getting rid of form 2210. If you actually get the full form, which you cannot do (or even access) in the on-line version of turbotax, section III of the form specifies that form 2210 need not be filed if you paid more in estimated taxes than is due. As with others, however, I cannot delete the form and both my federal and state returns are rejected as a consequence.  This is a software bug that intuit had better fix if it wants my continued business after 15 years. I did not pay $139 for the pleasure of filing a paper return. Their customer service on this issue is abysmal. Nobody has a clue.

I am on the phone with Intuit support about this right now.  I am facing the exact same issue with the online version.  I am trying to get them to grant me a copy of the desktop version to see if that works.  Can others who have been successful confirm what they did was with the desktop version?

e-filing does not work for the desktop version either with IRS Form 2210. I tried several "fixes" and resubmitted the return but each time it was rejected. Are these refilling of the same return eating up my 5 free federal e files?
